Guide to Guesthouse/Food Business Licence Application in Countryside Areas

It is the Government of Hong Kong Special Administrative Region’s policy to conserve and revitalise Hong Kong’s countryside areas, which are rich in ecological, architectural and cultural resources. This includes supporting eco-tourism, better serving visitors and revitalising desolate villages.

Due to the special settings of countryside villages, applications for guesthouse and food business licences in these villages may need to address the associated planning and land matters as part of the licensing requirements. In this connection, the Countryside Conservation Office (CCO) published the guides to guesthouse and food business licence applications in countryside areas, which facilitates the operation of guesthouses or food business premises in the existing Old Village Houses located within some 90 countryside villages having no vehicular access in the remote areas of the New Territories.

The Guide will therefore provide basic information on relevant planning, land and licensing matters and support applicants in navigating, assessing, and meeting the different licensing requirements, for the purpose of applying for guesthouse and food business licences in countryside areas.
